Abstract

While defining or measuring the effectiveness of the information systems (IS) function has proven complicated, further effort on refining IS assessment is essential for the effective management and continuous improvement of both the IS function and the organisation. In addition, an effort to investigate the relationships among the established IS assessment tools to better reconcile their existing differences is warranted. This paper aims to clearly differentiate the notions of 'Software' from 'Information Systems'. A new IS assessment model is proposed to provide a more holistic view on how IS quality may be assessed by means of a process capability understanding of evaluating IS effectiveness within the organisational context.

Abstract

While the productivity paradox has now been officially pronounced dead, the argument and the evidence for this assertion are both at a macroeconomic level. What has been less closely examined is the microeconomic impact of recent developments in ICT on the productivity of office and knowledge workers. There is an assumption, readily seen in many advertisements for mobile technology, that multi‑tasking, WiFi connected laptops, Blackberrys, smart phones and so on are good for business and make people more effective and productive. This may be true some of the time and there is some (albeit limited) research which supports claims that these technologies increase productivity. However there are also emerging concerns that, in certain environments, these technologies may actually reduce productivity in both the short and the long term. This paper examines this problem and research to date and proposes a framework for further investigation of this phenomenon.

Abstract

Software testing is the one of the primary methods used in the validation and verification of output in the software development industry. It is seen as a key method for achieving software quality, reliability, fitness for purpose and customer satisfaction. Software testing is however an expensive process accounting for as much as 50% of the cost of developing software based systems. In recent years, software testing as a discipline has come under pressure due to time, cost and skills constraints. These constraints impact negatively upon software test effectiveness. Therefore it is critical to identify and implement test tools that reduce the negative impact of software test constraints on software test effectiveness. In this paper the researchers examines some of the most popular software testing tools such as test case prioritisation, test suite reduction and test selection criteria, to identify: Which individual test tools are most likely to yield optimal test effectiveness and, Which combination of test tools is most likely to yield optimal test effectiveness and mitigate the effect of test constraints An extensive review of the software testing literature was conducted and used to construct a survey instrument as the basis for examining the impact of test constraints on software test methodology. The survey was issued to expert software test practitioners from various locations globally; the sample consisted of 43 test cases. The main findings were that no one approach to testing would yield satisfactory results but a combination of two or more test types from Automated testing, Smoke testing, Test case prioritisation and Regression test selection could yield effective software testing results and mitigate the effects of test constraints.

Abstract

Effective Knowledge Management (KM) is an important process for handling information which is essential for implementing successful projects and making improvement to the knowledge‑based economy. KM deals with how knowledge is produced, shared in a secure manner, and used by organizations or individual for the benefit of the economy. Sharing of information and knowledge as well as providing the relevant financial support are among the main success factors for creating innovations, while protecting the Intellectual property (IP) satisfies the requirement for sharing of knowledge fairly and preserving the right of the inventors. In order to achieve an effective KM that contributes to the overall knowledge economy, there should be a proper way to measure it according to well known set of criteria. In this paper an analytical method has been devised based on different performance indicators to verify the availability of useful knowledge which is linked to successful knowledge investment and its business continuity. Unlike other methods that focus on descriptive approach, the proposed analytical method relies on qualitative approach that is based on how the probability of the knowledge factors can occur in a certain environment in relation to the set of goals that have been identified for a certain organization. This new method would allow managers to evaluate the performance of knowledge based economy of different organizations and assist them in identifying the reason for lacking economy growth, and therefore plan for improvement. Another way for measuring the effectiveness of a fair partnership model can rely on a direct method using a statistical survey to collect the statistical data that can help in identifying obstacles in reaching the organization's goals. An example for measuring the effectiveness of fair partnership has been described in this paper by using a survey which has been conducted to evaluate projects that are running in Saudi Arabia in order to understand the difficulties in attracting funds through a Venture Capital program, so the proper solutions can be recommended

Editorial

Once again we have received an interesting range of research papers from authors around the world and furthermore they continue to represent a very wide range of thought with regards to the different applications of evaluation thinking for information and communication technology. It is clear that this field has not yet produced a clear consensus as to any particular methodology and I for one believe that this is what one might loosely call a “good thing”.

Six papers have been selected by our reviewers through the process or double‑blind peer review and this has produced six very interesting and yet different papers from authors in Sweden, Spain, The Netherlands, Ireland and Greece.

I trust readers will find these pieces of research as interesting as I have.
