Abstract

Similar to other developing countries, Jordan started a national e‑Government initiative aiming to streamline government procedures and make information and government services available to business and citizens online. This paper presents the results of a pilot study that aims to assess factors which could influence the awareness and use of e‑Government services in Jordan. It investigates issues such as: accessibility of e‑government, citizen's attitude toward various privacy and security, the required services and costs. The data was collected using quantitative and qualitative methods including a survey and interviews with e‑Government officials. The results of this preliminary study suggest that awareness of e‑government did not reach the required level. These findings are hoped to be useful for researchers, practitioners and policy makers.

Abstract

Although some important technological developments have been achieved during last decade, information systems still do not answer efficiently enough to the continuous demands that organisations are facing — causing a non‑ alignment between business and information technologies (IT) and therefore reducing organisation competitive abilities. This paper proposes sixteen metrics for the Information System Architecture (ISA) evaluation, supported in an ISA modelling framework. The major goal of the metrics proposed is to assist the architect previewing the impact of hisher ISA design choices on the non‑functional qualities of the Enterprise Information System (EIS), ensuring EIS better align with business needs. The metrics proposed are based on the research accomplished by other authors, from the knowledge in other more mature areas and on the authors experience on real world ISA evaluation projects. The metrics proposed are applied to an e‑government project in order to support the definition of a suitable ISA for a set of business and technological requirements.

Abstract

Abstract: Considering e‑Government services provision as one of the top priorities in the national agenda, governments worldwide have allocated resources into online applications development. However, despite of huge resource investments, the adoption rat e of e‑government initiatives over the world is far from expectations. By the year 2014, a large number of UN member states remain in the bottom third of the Online Service Index (OSI). There⠒s still a huge difference in OSI between countries sharing similar national income and telecommunication infrastructure levels. These evidences suggest that apart from technical aspects, non‑technical aspect such as social and organizational factors as well as the heterogeneity between countries such as national culture should be taken into consideration when implementing e‑government. Given the challenges discussed above, questions have been raised concerning what determinant might influence to the discriminant in e‑service provision among countries. Most of pre vious studies found in the literature either utilized primary data in which the results was constrained to a specific case study, or employed secondary data sources which can be criticized for lacking of explanatory power due to omitting important factors . In order to bridging this gap, this paper employs Technology ⠍ Organization ⠍ Environment (TOE) framework cooperatively with Hofstede⠒s national culture dimensions to provide a comprehensive insight about e‑service adoption process. For validati ng above hypotheses, this study utilizes secondary data from different sources: the culture dimension scores from Hofstede et al. (2010)⠒s survey; the World Economic Forum (WEF)⠒s Global Information Technology Report; and the IAC‑Waseda E‑governme nt Ranking. Different methods were used to analyze data sample. The result suggests that management optimization process, government IT leadership, ICT legislation framework and national culture have influences to the e‑service provision. Abstract

Abstract: Public services are an interesting area for the application of ICT which helps to improve both the performance of government services and the modernization of administrative operations. The current study focuses on the determinants of companies’ acceptance of electronic public services : the case of on‑line tax filing in Tunisia.To identify these determinants, we conducted an investigation in 190 Tunisian companies using the on‑line tax filing system. The results of the quantitative analysis confirm the hypothesis that links trust, technical and individual determinants to the intention to use the on‑line tax filing system. Trust determinants are the factors that most affect the intention to use the on‑line tax filing system. The findings provide several important implications for e‑government research and practice in Tunisia. The model developed here can be applied in other similar e‑government projects to test users’ intention to accept the system and therefore enhance its success. This research also has limitations which can be addressed in future research.

Abstract

This paper addresses the issue of Japanese e‑government benefits evaluation and stresses the need to develop a new measurement tool to evaluate e‑government services from the perspective of the Japanese citizen and government service provider. While research has used SERVQUAL, SERVPERF and Importance‑Performance Analysis (IPA) as evaluation tools to measure quality of services, most of these tools are developed to evaluate quality of services from the perspective of the user (citizen) or service provider. In this paper, we propose a new evaluation tool, namely Satisfaction‑Satisfaction Matrix (SSM), to gauge both the perceptions of the citizen and service provider concerning the performance of e‑government services. The matrix not only acts as a useful tool to identify satisfaction responses, but also serves as a strategic decision making aid in the allocation of resources for improving e‑government services.

Abstract

Public Administration aims at producing value for citizens; the use of ICTs to improve government and governance, as implied by e‑Government, can be considered as a means to increase the public value produced by Public Administration. As a consequence, the policies for e‑Government can be evaluated according to their ability to increase the Public Administration capacity of producing public value, both for citizens as users and citizens as operators of Public Administration. In the first case, the policies for e‑Government can be evaluated with respect to the quality of the services delivered to citizens; in the latter case they can be evaluated with respect to their ability to improve the system of Public Administration. In this paper, we describe a public value evaluation of two different systems of support to e‑Government projects implemented in Lombardy Region (Italy). Both systems support Small Local Government Organizations that set up aggregations in order to implement innovation projects. The two systems we will consider concern the funding for e‑ Government projects according to the Italian National Action Plan for e‑Government and the Regional Government funding for the implementation of Inter‑organizational Information Systems for Local Government (SISCoTEL). Considering the stability in time, the attractivity and the level of trust within the funded aggregations as indicators of public value (considered from an internal point of view), in the paper we will use data concerning the Local Government in Lombardy to compare the two supporting models according to their capacity to set up aggregations that are stable, attractive and that could strengthen the level of trust among the partners. In section 1 we will describe some of the actions currently in use in Italy to support the spread of E‑Government at a local level. In section 2 we will describe the models for supporting innovation implemented in the National Action Plan for e‑ Government and in the Regional Plan for the activation of SISCoTELs. In section 3 we will compare the main characteristics of the two supporting models. Finally, in section 4 we will evaluate the two models, from a public value point of view, with respect to their capacity to strengthen the cooperation among Local Government organizations.

Abstract

e‑Government has the potential to improve public administration efficiency by increasing convenience, performance and accessibility of government information and service to users. But knowledge about e‑Government remains limited. To realize its potential, e‑Government needs to be grounded on in‑depth understanding of target users needs, perceptions and other factors influencing its uptake. This cross‑sectional study identifies and examines factors influencing e‑Government portal satisfaction and adoption by individual citizens in Macao, three years after its inauguration. It is an adaptation to the e‑Government context of a model developed for assessing e‑commerce websites. To understand the determinants of e‑government portal adoption, an integrated model of user satisfaction and technology acceptance is empirically tested. The integrated model involves four success factors: information quality, system quality, perceived effectiveness and social influence, which impact user satisfaction with the e‑Government website, influencing intention to reuse. Overall, the study proposes that user perceptions about the e‑Government portal influence user attitude towards the portal. An Internet survey collected data from 464 online users of Macao’s e‑government portal. The model was found to explain a large proportion of the variance in citizen’s intention to reuse the portal. The portal partially mediates the relationship between success factors and intention‑to‑reuse. The results provide evidence that Information Quality, System Quality and Social Influence (but not Perceived Effectiveness) are success factors influencing user satisfaction and adoption. It is recommended that portal management needs to ensure ease‑of‑use, currency and accuracy of the supplied information. Timely information updating is a major concern for the e‑Government portal in Macao. The content an e‑government portal that is perceived by users to be easier to navigate is likely to facilitate satisfaction and reuse. Finally, the importance of social influence justifies, managerial actions aimed at improving e‑Government portal acceptance by individual users and government employees.

Abstract

As mobile government (m‑government) services are a new field, there is limited research that identifies the factors that affect the acceptance of smart government (mobile‑application‑based) services. This study intends to explore the factors that seem to improve end‑users’ acceptance of mobile government services. Mobile technologies are one of the pillars of a smart city. Mobile technologies have huge potential to become one of governments’ most effective and efficient tools in offering their services to the public. However, the technologies that are available for use are not fully welcomed by end‑users. The key problem associated with the high failure rate of e‑government projects is the lack of awareness of the potential factors that may help citizens adopt m‑government services. By reviewing the existing work, this paper proposes a framework, as an extension of Davis’s technology acceptance model (1989), to address the factors that influence user acceptance of smart government services in the UAE and thereby guide the successful implementation of smart government. The literature reviewed led to ten propositions that present the main elements in ensuring end‑users’ adoption of smart government in the UAE. A framework is developed to highlight the key factors that influence the successful implementation of smart government services. The paper will help in understanding the key issues surrounding mobile applications that may support the successful operation of m‑government.
